    Strategic Disciplinary Research Office (SIRO)

    SIRO supports the development and administration of large and complex research projects that are of strategic importance to the Penn State research enterprise.

    SIRO offers expertise developed from a decade of successful support to University faculty in the professional preparation of proposals and management of funded projects across a broad range of agencies. From guiding and supporting the proposal management process, to administering awards and resource allocation – SIRO allows researchers to focus on conducting their research – reducing the amount of time spent on the administrative and organizational tasks that underpin complex projects.

    What does a typical SIRO project look like?

    Supported projects typically involve significant efforts from multiple faculty spanning two or more colleges, campuses or institutes. Projects often involve other universities and international partners. SIRO services are available to faculty at all Penn State campuses.  

    Our Capabilities

    SIRO works in consultation with faculty, department heads, deans, and research institute directors to determine the level of support necessary for each proposal or project. Below is an overview of our services, for a complete list of services please see our Service Request Form.

    Pre-Award support typically includes:

    • Strategic planning related to sponsor requirements and review criteria, as well as areas extending beyond research including (but not limited to): diversity and inclusion, outreach and education, and partnerships with academic and industry units.
    • Proposal development including the preparation of planning documents, timelines, proposal templates, and writing/editing of non-technical sections such as facilities and equipment and data management plans.
    • Research administration including budget development, the collection of supporting documents such as letters of support and CVs/biosketches, compliance review and submission.
    • Additional services such as the development of graphics and figures and assistance with compiling institutional data sets (training grants).

    Post-Award management may include:

    • Creating special invoicing
    • Developing financial reports
    • Managing risk (e.g. export controls, expenditure monitoring, prior approvals, etc.)
    • Processing salary distributions, expenditures, and wage payroll
    • Managing cost share and subawards (e.g. monitoring commitments, reporting, etc.)

    Working with SIRO

    SIRO carefully coordinates all support activities with research administrators and financial officers across colleges, in Research Accounting, and the Office of Sponsored Programs.
